  • Water - 2 tablespoons
  • Olive Oil - 1½ tablespoons
  • Meyer Lemon Juice - 2 tablespoons
  • Anchovy fillet - 1½ tablespoons

In a mortar, combine the chopped chili, salt, and minced garlic to form a paste.
