First, take the rice and boil it until half-cooked. While the rice is cooking, grate the carrots (medium-sized). Also, chop the tomato into small cubes (medium-sized tomato).

Next, season the grated carrots with salt. If juice forms from the carrots after a while, squeeze it out.
Step 3
Then, add the cooked rice to the grated carrots, followed by the tomato, egg, and flour. The mixture should have the consistency of pancake batter (don't forget to taste for salt).

Take a frying pan and fry the patties in vegetable oil on medium heat until golden brown on both sides.
