Description
This recipe uses frozen broccoli and cauliflower, but fresh will be even better. For napa cabbage, it's best to use the thicker parts of the leaves, and you can use bell peppers of any color. I like to use vegetables of different colors for a more cheerful dish. If you omit the eggs, these fritters can be completely vegan. Enjoy your meal!
